Boyfriend's family problems?

i'm 15 and my boyfriend is 16. his mom is always making up excuses to where we can't see eachother. I couldn't even see him on his birthday. and his twin brother isn't any better. this week he actually broke both his phone chargers so my boyfriend can't use his phone to talk to me. lately it has gotten worse, it's been more than a month that i have seen him and a week and a half since we have talked. My boyfriend doesn't like it either and i know it hurts him because he tells me all the time. we make a year in 2 weeks. and i'm scared that i won't be able to see him then either. I have no way to talk to him since he rarely gets on Facebook or any other site. he's not allowed but his brother is. i would try to talk to his mom about it but i'm kind of scared of her. any advice?
